You might want to reach out to River Architects. They are familiar with Newburgh, and they do Passive Houses.

We are doing a rehab of two Newburgh townhouses and we are using a number of strategies to get the buildings as close to net zero that technology – and importantly, the Newburgh marketplace – will allow. Hi Paulina,
I am designing the Passive House reconstruction of 102-104 Washington Street- this is currently a brick shell after a series of fires since 1972. This building will use 70% to 90% less energy than the rest of the building stock, and with a modestly sized solar array will be net zero. We just got the go-ahead from the Planning Board, and will be presenting to the ARC this summer!
Cher had introduced us- we are River Architects in Cold Spring- and nearly all of our work is Passive House/net zero.
