There is a document on the city’s website for recycling, which you can see here. It doesn’t specify anything about recycling in bulk. So I think it would be best to call them:
DPW: (845) 565-3297
Sanitation: (845) 565-1082

Agree, contact the city. It’s different from Brooklyn; it’s more direct! Someone will pick up the phone and answer your question.
Welcome to Newburgh!

If you’re heading that way, there is a transfer station on 17k just outside the city, 1/4 mi. past the rte. 300 intersection, prior to the airport on the left; no charge for household recycled materials, large garbage bags are $2 (great for remodeling debris, so make it fit), open weekdays until 3 and Saturdays until noon. They charge for metal so take that to All Recycling on William Street and they pay you.

I hate to sound dense, but what are Recycling Bins? I tie up my unused boxes, set them out on the curb and they’re gone in the morning. My other recyclables go in a clear bag.

Yeah when I have a ton of cardboard boxes I break them down and put them in a big clear plastic bag and they always get taken.
Or just go to the Newburgh dump.
